Course Overview

Front of house sees it first. Deliveries arrive at your desk, post comes through your hands, and the bag nobody has claimed sits in your lobby rather than in the security office.

Most of the time it turns out to be somebody’s forgotten shopping. Occasionally it does not. So suspicious package awareness training teaches you how to tell the difference using the same framework the UK authorities use, and then what to do once you have decided.

Getting this wrong runs both ways. If you evacuate a building over a laptop bag, you have cost your client a morning. But if you ignore something you should have escalated, the consequences do not need spelling out. Therefore the point of this training is judgement rather than alarm.

The Two Protocols This Course Is Built On

HOT tells you whether an unattended item is genuinely suspicious, and it asks three questions in order.

First, is it Hidden? Ask whether somebody deliberately concealed the item, or whether it simply sits where someone left it.

Second, is it Obviously suspicious? Look for visible indicators such as wires, stains, an unusual smell or an odd shape.

Third, is it Typical? Ask whether an item like this normally appears in this location, because a rucksack in a station concourse is typical while the same bag behind a server rack is not.

The 4 Cs then tell you what to do once HOT says the item is suspicious.

Confirm. First, confirm the item really is suspicious, but do not approach, touch or move it.

Clear. Then clear the immediate area to a safe distance, and keep people moving away rather than gathering to look.

Communicate. Next, tell your control room, your management and the police, so that everyone works from the same information.

Control. Finally, control access to the cordon, because the biggest risk after clearing an area is somebody walking straight back into it.

Learn these two frameworks and you have a defensible answer to almost any unattended item you will meet. The rest of the course is about applying them while a queue builds and a manager asks what is going on.

Why It Matters Now

Martyn’s Law, the Terrorism (Protection of Premises) Act 2025, requires qualifying premises to hold public protection procedures and to have staff who can carry them out, and full enforcement should follow in Spring 2027. Recognising and responding to a suspicious item sits squarely inside that duty.

So this course earns its place on its own terms, and it also forms part of the evidence that your people know what to do.

The course follows established UK protective security guidance, including NPSA and ProtectUK material on unattended items and postal threats, together with the ACT awareness framework. It also aligns with public protection procedures under the Terrorism (Protection of Premises) Act 2025.
