Course Overview

A store detective is not a uniformed loss-prevention officer, and not a door supervisor. They work in plain clothes, and the job rests on covert observation, the continuous observation test, reasonable grounds under section 24A of PACE 1984, lawful detention, and evidence that withstands cross-examination.

If any one of those elements fails, the case collapses. The retailer then faces civil liability, and the officer can be personally exposed under the Theft Act, the Equality Act or the Human Rights Act.

So this course is built for that reality. It teaches the legal framework, the surveillance tradecraft and the documentary discipline that separate a credible store detective from someone who is simply watching for shoplifters.

Why Trained Store Detectives Matter

The BRC Crime Report 2026 recorded 5.5 million detected shoplifting incidents across UK retail, costing retailers nearly £400 million, and the BRC is explicit that the true figure is materially higher, because so much theft is never detected at all. Retailers have spent over £5 billion on security in the past five years.

Organised retail crime networks now coordinate across regions. They target high-value categories, spirits, baby formula, beauty, tobacco, meat, and use refund fraud and online resale channels to liquidate stolen stock. Meanwhile only 13% of retailers rate the police response as good or excellent.

So uniform deterrence alone no longer holds the line. Retailers increasingly rely on plain-clothes store detectives to observe, identify and lawfully detain prolific offenders, gather admissible evidence, and feed intelligence into national partnerships such as Project Pegasus and Disc.

A poorly trained store detective is a liability. A well-trained one is one of the most cost-effective assets in retail security.

What the Crime and Policing Act 2026 Changes

Two changes matter directly to this role.

First, there is now a standalone offence of assaulting a retail worker, carrying stronger sentencing. Second, the £200 threshold for low-value shop theft has been removed, the threshold that had encouraged police not to attend and retailers not to bother reporting.

Together they raise the value of a properly evidenced case. A file that would previously have gone nowhere now has a route, which puts more weight than ever on the observation, the detention and the paperwork behind it.
